On the occasion of the XXXth congress, UNIOPSS introduced a Manifesto on the political function of associations, constructed with the cooperation of Uriopss and of national followers, and the opinion of the congressmen.

• The association of solidarity is twice an intermediate body

The association of solidarity is centered on relation. No as firm with a client, not as public power with a citizen or one assisted insulated, but with a person, to help it in its fragility and to promote its own resources. Just as much to put her in contact with other one. The association assures a function of intermediation between the person and others, with its soci tal environment, with the rest of the world.

The association is another intermediate space between both Great Powers which are the State and the market. Showing that it is possible to undertake in another way , that everything is affair of regulation nor of profitability, she constitutes at the same time an appeal and an amortisseur facing possible excesses of the one and of other one. Combining, in an original way, the worry of general interest and that of the person, she works in complementarity with these two "powers" provided that freedom to make it according to its specificity is admitted to it and guaranteed.
