It is on February 27th, 2001 when CPCA Aquitaine is born in the signature of the statutes of the association by all founder members.
The objectives of CPCA Aquitaine are meant in these statutes, they specify: The association is aimed [] at contributing to promote a community life which aims at developing plans of general interest and activities without profitable purpose, to defend the actors of the community life who create link of social, develop participative citizenship []
A Charter was signed on the December 1st, 2001 the Region and CPCA enters.
On the December 1st, 2001 the Regional council of Aquitaine celebrates associations during a symposium devoted to centenary. At this occasion ALAIN ROUSSET, Head of regional council signs with PIERRE DELFAUD PR SIDENT of CPCA Aquitaine the first regional declension the Charter signed six months earlier in Matignon.
The region favours the way of the pluriannualis and registered financing with associations, she upholds the principle of an almost systematic consultation of associations known the plans of texts or public decisions which concern them, she tries moreover to favour their representation in advisory authorities or organs of cooperation. This definite recognition of civic dialogue with associations also passes by a sensitisation and a training of the public agents of the regional Institution to better knowledge of the community life. This document is matched of a concrete partnership around development and animation of an Internet site portal of associations in Aquitaine thrown officially to the University of the Communication of Hourtin in August, 2002.

"The Region and CPCA of Aquitaine sign a Charter which must, on the basis of reciprocal commitments, admit and reinforce partner relations founded on reciprocal confidence and respect for the independence of associations; this act clarifies the respective roles of every part by shared commitments.
The associative sector, in diversity and independence which are its wealth, showed itself, in the course of the years, an useful force of alert and of questioning. He became a fundamental actor of development, of innovation and of cohesion of the society, as well as a vector of public life thanks to free and voluntary commitments which he provokes. By this Charter, the Region admits the importance of the associative contribution in general interest.
The Region melts its legitimacy on representative democracy. Associations bring their contribution in any independence in general interest by their character admitted of civic and social utility. The extension of the economic role of associations - notably with regard to job, as employer is compatible with the law of July 1st, 1901. She imposes on associations the respect for legislation which applies to them as part of their activities, notably as for labour law and taxation."
