On the eve of the ballot of legislative elections and while the presidential mandature announces deep reforms of our social systems, CPCA, authority representative of associative movement has united today in Paris the representatives of the political parties: Fran ois Lamy (PS), Thierry Olive (UMP), David Cormand (The environmentalists), Dominique Ciavatti (UDF - MODEM), for a debate in video-conference with 3 regions representative of some associative cloth (Midi-Pyr n es, Lorraine, Picardy). This debate on was straight broadcast on Internet in 800 points of connections everywhere in France and it is currently available online on

In the listening of the official reports of the associative representatives in regions, debate underlined the following points of convergence:

• a common preoccupation which wishes that the citizens could put themselves into associative plans and that they could be admitted as high as their commitment,
  
• the security of the financing of associations by long-term conventions of objectives (CPO),
  
• A better representativeness of associations in the authorities of consultation on public policies (Economic and Social Council).

Such also came out again from these exchanges, from concrete proposals as:

• the creation of a mission of parliamentary information to study reports between associations and territories (Proposal of PS)
  
• the implementation of a balance sheet of the Charter of reciprocal commitments signed on the July 1st, 2001 by the prime minister Lionel Jospin and the president de la CPCA. (Proposal of PS)
  
• the legislative definition of the notion of subsidy. (Proposal of UDF - MODEM)
  
• The installation of a national policy of accompaniment of associations by means of associative relays in territories. (Proposal of UMP)
  
• The Application of the social clauses in public works contracts for the united and social promotion of economy (Proposal of the environmentalists)
  
• The abolition of the tax on wages to the advantage of associative actions (Proposal of PS)
  
• The necessity to assess consequences of appeal on the appeal of offer in perspective to avoid the bet in competition of associations in the domains of policy of the city or of social welfare. (Proposal of UMP)
  
• The development of the culture of valuation to measure the effectiveness of associations in territories. (Proposal of UMP)
