CPCA offered to the president of the Republic, who accepted it, the keeping of a new national conference of the community life before end of year. Objective well is to create the conditions of a civil dialogue between government and associative movement organised to work together the measures of the governmental plan of action and to give him all its legitimacy and its effectiveness.
The Network of Quebec of autonomous Community action (RQACA) has just transmitted social solidarity from his part at the beginning of May to Minister of Employment and its "proposals of elements to be included into the governmental plan of action in Community action and voluntary action 2008-2013".
RQACA exists for 12 years as multistructure regrouping, he represents about 4000 associations on a total of 8000 in the Quebec, he is the privileged interlocutor of the provincial government for associative policy.
Following the example of the Charter of reciprocal commitments of the centenary of the law of 1901 in France, the implementation of a formalized civil dialogue begins in 2001 when the government of Quebec hires a plan of action for ACA who must be frame of reference for about twenty charged ministries to apply it. . Of course, as says it to us a representative for the RQACA, "it is not a prescriptive and restrictive policy, ministries have the choice and there have therefore "delinquent" ministries as France, actor's game within governments limits the universality of the application of such transverse policy, they speak there "of administrative understanding". Plan is dacuc in 2006, its implementation however shows a harmonisation of the practices of ministries in comparison with the reference frame.
If this reference frame is a State document, not co-signed by associative movement, this last was entirely linked to the writing. 25 million Canadian dollars (15 M ) were released for his implementation over 5 years. and rich in lessons on the results of this public action. Force is to note that the Charter of reciprocal commitments has never made the object of such valuation even if it was envisaged in its title V (valuation entrusted to CNVA and introduced to the Parliament).
The case of the Quebec is interesting in more than a title if it is compared with the rest of Canada, of Anglo-Saxon culture, where for example the financing of functioning of the association (for its plan of general interest) disappeared to the advantage of the only "submission" (editor's notes: without play on words, this expression returns of course on the appeal of offer). The new plan of action made the object of a consultation in 2007 with the network which introduces therefore now 31 elements which their members want to see including into the future governmental Plan of action in Community action. This plan of action is currently under way of writing to the Secretariat in autonomous Community action and in social initiatives (SACAIS) and, according to the content of their meetings with SACAIS, there seems to be a grand opening to take into account the majority of their claims.
CPCA reconnait entirely in three basic principles supported by movement of Quebec:
1) The respect for the autonomy of the organisms of autonomous Community action (ACA) facing the objectives of the State, notably compared with their missions, their practices, their processes and their actions.
2) The transverse application of policy in all governmental apparatus, notably to generalise the application of the device of financial support in support to total mission.
3) Recognition, support and promotion of the practices of autonomous Community action, notably compared with soci taux benefits linked to its practices.
The president of the CPCA, JACQUES HENRARD, will become to autumn to worldwide Congr s tourism in Quebec where will be held a round table dedicated specifically to community life and relations with the State. If he makes our positions without any doubt will be converging, it will be necessary to compare the respective advances of dialogue State - associations for the formalisation of policies 2008-2013.
