December 17th of this year will be held the 2nd conference of the community life decided by the President and of the Republic organised by the High commissioner in Youth, Martin Hirsch. It should be enclosed by the Prime minister, Fran ois Fillon.

This conference arrives in a context where Frenchmen put an unequalled confidence in the actions of associations considered to be a first actor for social pact [1] or decisive to go out of difficulties of crisis [2].

This context is also marked by the strong concerns of the association Офис-holders facing the reduction of their private and public resources while their social missions do not cease growing for all the activities touching the daily life of the Frenchwomen and Frenchman: defence of rights, environment, social, cultural, educational, sports, humanitarian welfare etc [3]].

While the preparatory work of the conference of the community life has just ended on general official reports and recommendations [4]], CPCA, authority of representation of organised associative movement, want to remind of the key points for the success of the conference of the community life.

Reinforce democracy with associations

Our fellow citizens doubt more and more public action. They put their confidence in their associative action very far in front of those of authorities or social partners. This situation is not bearable. That is why organised associative movement asks for a true recognition of associations to reinforce representative democracy just like social dialogue. For it we ask:

• a definite recognition of associations in civil dialogue with authorities on all subjects of society;
• a valuation of the charter of reciprocal commitments signed in 2001 and its actualisation in 2010;
• a widening of the group of associations in CESE and the nomination of its members by the independent authority of organised associative movement;
• a complete, permanent system of statistical observation and endowed with means of the sector;
• a fine and strict analysis of the contribution of associations in the wealth produced in France.

Meet needs of the population with associations

The public action, at all levels of the territory, must be made with the population. She must lean on the action of associations, that is to say of society which gets organised by itself. Relation associations authorities must be partner, be that is to say planed and responsible. To reassert the independence of functions of questioning and of proposal of associations is fundamental. To preserve all the services of a systematic appeal in mode contractor or operator is the corolaire. The choice of a mode of financing is a mode of Gouvernance policy on a territory between the elected representatives and the population. In an European context, to guarantee this more and more threatened partner relation, we ask:

• the update, planed and negotiated, of regulations and tools on contractual relations between associations, the State and all the regions with a measure of autonomy;
• animation, monitoring and valuation by authorities (State and representatives of regions with a measure of autonomy) new modes of public financings;
• the strengthening of credits devoted to associations in finance act for 2010.
• The recognition of impact on associations and local services of territorial reform, notably in terms of competences and medium financiers.

Support a society of confidence with associative commitment

The society holds standing by the commitment of its citizens and by the permanent building of general interest with the life bloods which constitute it. Today, social link is apparently threatened. It is necessary to reverse this deep logic, to admit and to promote citizen's commitment in the service of reasons of general interest. For it we ask:

• the creation of a National Centre of Development of the Community life (CNDVA) endowed with 30 million euro to meet needs of 14 million volunteers;
• a Voluntary Civic Service (SCV) centered on the missions of general interest of associations, apparently differentiated by voluntary work;
• a strengthening of the accompaniment of the associations which develop activities and jobs of social utility with 15 million additional euro.

These key points are the base of a renewed associative policy, as high as stakes carried by the millions of volunteers, of wage earners, of volunteers working every day for the implementation of associative plans. These key points are founding for all the measures which will have to be taken on the big axles of conference.
