Associations are key actors to favour active citizenship and participative democracy. Their role in feeding and animation of European democratic life, European culture and European social model is widely admitted. The Treaty of Lisbon asserting in its article 8 B the need of civil dialogue and of associative participation ( institutions maintain an opened, transparent and regular dialogue with the representative associations and the society ), the Economic and Social Council wanted to return on this file, to analyse reasons justifying the adoption of a status of the transnational European associations and some of the main principles which this one could dress, so as to encourage the Committee to take the initiative in introducing a new plan of proposal in this direction.

Here are main conclusions:
A status of European association should be granted in non-governmental organisations, unprofitable, working out of the field of labour relations, for general interest in an European dimension. It would be the happy culmination of many years of debates and of misunderstanding to admit finally civic, social and economic functions of intermediate bodies gathering citizens, free and voluntary, hired in the European construction by means of the most various activities: social, cultural, sports, educational, environmental...

Moreover, a step of "Labellisation" of associations answering some criteria and wanting to get involved in European civil dialogue, should be initiated fast. This labellisation would also be a stage, the beginning of a new breath enriching European democracy by more participative processes. She would be all the more opportune as the Treaty of Lisbon, in the course of ratification, invites institutions to be given, by the appropriate ways, to the representative associations, the possibility of introducing and of exchanging their opinions publicly in every field of the Union and to maintain an opened, transparent and regular dialogue with the representative associations .
