
CPCA takes note of the will of the President of the Republic to want to apply commitments of the State in clarification of contractual relations between associations and authorities. Indeed, if these commitments already exist (4 circulars since 1996, A charter in 2001 and a national conference in 2006). True question is that of means dedicated to the development of the citizen's community life in districts. Force is to note today that the State practices a policy of stop and go and withdraws from the financing of the community life (-5 % between 1999 and 2005), sometimes roughly as with current crisis towards the end of the subsidies of regional directions of culture to the small associations, while those of the groups do not cease growing for the community life according to a recent study of the NATIONAL CENTRE FOR SCIENTIFIC RESEARCH.
Let us remind that the policy of the city is a contractualis field between State and local authorities (cities, EPCI). Moreover the public financings for this policy are recovering in 49 % groups when it is 18 % for the budget of the State. Of even today the financing of the community life is mainly assured by local authorities 16 thousand millions d uros against 7,2 for the State.
Funds devoted mainly to the community life melt as snow in the sun. The policy of the city appears very too often as a palliative for the associations of district, transforming at the same time associative plan and voluntary commitment to bring it into service of many calls to plans, short-term policy issued by authorities. Associations cannot agree to become simple operators of the policy of the city, as contractors.
Our districts deserve associations structured around plans which they share and which they choose. They also deserve public policies which reinvestment districts by means of really present utility no and not exclusively as thorough lessors.
Beyond a simple claim of more credits, we want to assert the will to be or even established a system of partnerships which allow to the associations to put themselves in long term, to engage when it is necessary, and to lead actions on the whole year.
