The inquiry of the laboratory NATIONAL CENTRE FOR SCIENTIFIC RESEARCH (Matisse) published this autumn shows that associative France counts from now on more than 14 million active volunteers. The volume of volunteer work is so estimated at 935 000 jobs in equivalents full time, among which 76 % in associations without wage earners. The important increase among associations in France, + 200 000 between 1999 and 2005, caused a considerable increase of the volume of volunteer work of + 30 %.
These new associations, these new volunteers as difficulty for associations employers to recruit ruling volunteers call a redeployment of the policy of the State in their favour.
For no more than ten years, the policy of the State in favour of the training of the volunteers has never followed the increase of request and never answered expressed request (more than 18 million euro against 5 - 8 million euro of real financing). The price of day of the voluntary trainee stagnates in 23 / day against 36 for a territorial civil servant and of 50 in 150 / day for a wage earner of the private.
The bill of finances for 2008 envisages 9,5 million euro for the training of the volunteers, studies and experimentation for the development of the community life (line youth, sports and community life ). From January 1st, 2008, the State wants to decentralise these credits in 5 new regions of which Ile-de-France.
Organised associative movement is ready to participate in this decentralisation, for a better answer to the local needs, if the State agrees to pass of a permanent essential economy towards the volunteers to an economy of responsibility: 15 million euro in 2008 to get progressively 30 million euro at the end of the mandature.
The decentralisation of credits and the call to the mutualisation of means with local authorities, if it is necessary, should not resemble a disengagement of the State as for its responsibilities facing the increase of the request of training of the volunteers in our country. The State can find quant million euro hundreds it is a question of financing dozens thousand jobs helped for the sector.
The Permanent Conference of Associative Coordinations (CPCA) calls solemnly the government to see again its copy as part of finance act for 2008, CPCA will mobilise associations from vote in committee on October 30th to the National Assembly.
