(consequences of LOLF) What are foreseeable and determined evolutions? What can be the positioning of the cultural associations facing regions with a measure of autonomy and facing State?

14H-16H30: What margin of adaptation and of negotiation? In a context of big fragility for the cultural associations, how better to mobilise public resources? What traps to avoid? What opportunities to grab? What margin of negotiation for associations?
