An amendment in the bill of finances 2009, voted at night from 8 till 9 December by the Senate, abolishes, according to its author, the benefit of a tax half part for the widows, widowers and insulated parents having had children's load. [1]
UNAF is outraged by the technique which consists, in the course of an amendment, without any information or prior consultation, to withdraw roughly a right approved to the families which brought up children.
How is it possible to dare to speak about privilege, notably for widows and widowers who have to face up financial, social and psychological difficulties linked to their situation?
How is it possible to dare to speak about privilege while this additional half part is culminated in 855 euro? The abolition of this half part will have the effect of making liable to tax of parents to modest incomes, with impact on their purchasing power.
In reality, it is every the widows and widowers that are concerned by this loss. This amendment indeed abolishes half a part for all persons in situation of widowhood, that they bring up their children, the only ones or not. According to FAVEC (Federation of the associations of surviving spouses) member of the UNAF, it is 3,6 million widowers and widows, having brought up the children, that are potentially concerned by this measure.
For UNAF, this measure which undermines our family policy gravely is unacceptable. She must be withdrawn from the bill of finances 2009.
[1] The parliamentary amendment deposited by Charles de Courson, supported at night from Monday, 15 till Tuesday, December 16th by the equal joint committee, abolishes the benefit of the tax half part for all the only persons - widowed and widowers, insulated parents - not had brought up only a child during five years, or not being able to bring proof from it.
The National Family Union of Associations is again outraged by this recurrent technique which consists in the course of an amendment, without prior consultation, to withdraw roughly a right granted to families having brought up the children.
Means what it?
Is this half part of benefit to high incomes? No, since this right is culminated in 855 euro today.
On the other hand, the abolition of this right for the persons in weak incomes is catastrophic in more than a title:
The cost of this amendment is therefore unbearable for this population, often old, benefiting from low incomes. UNAF could not accept this news attained in one of the foundations of the family policy, which remains a pillar of our national solidarity.
