Interview of Pierre Morange, delegated UMP The CPCA: Since the end of jobs of the parliamentary mission which you chaired (October, 2008), economic crisis pervaded the space public. In this very strong context of concern, how do you see the associative model?
Stone Morange: He introduces a necessity more than ever. Facing national and international economic crisis, associations are inevitable partners. A pronunciation between associative action and action of authorities will be necessary. To answer the situations of precariousness and the problems of integration which will be social consequences of crisis, the plasticity of the associative sector will be an important support. A sacred union will therefore have to be made between associations and authorities.
The CPCA: On the question of the financing of associations, that do you wait from the next national Conference of the community life initially envisaged for the end of 2008?
P.M: My waitings come down in three words: clarification, simplification and security of financial relations between associations and authorities. Besides, the members of the mission of information adopted unanimously the proposals which are linked to these three principles.
This Conference will also have to allow to bring answers as regards the transposition of European directive on social welfare of interest general (SSIG). On this occastion the subsidies of associations will have to be assimilated under no circumstances with state aid what would return to their adjournment. This point is priority for the security of the associative financings. In comparison with this European directive, it is necessary to reassure the associative home.
Finally, the financial seism of May-June, 2008 did not allow this Conference to be held, as planned at the end of 2008. During the French presidency of the European Union, governments all were mobilised on economic and financial crisis. Associative subject must so therefore be delayed at some future date. What is sure, it is that this Conference will take place before the end of 2009.
The CPCA: What role can play the legislator to reassure the financings of associations?
P.M: On this question, it is necessary to wonder first of all if the legislative tool is the appropriate tool. Improvement and simplification of dialogue between associations and authorities notably via regulation directives seem to me more important than the adoption of new laws. The regulation tools have to make sure that the associative time is not devoured by controls and administrative modalities.
The CPCA: In an inquiry of perception accomplished by CPCA in 2007, 70 % of associations guarantors (on a total of 1150) declared themselves anxious and pessimistic on the evolution of their public resources. What is your perception on the future of the public financings for associations?
P.M: I remain clear. Firstly, with economic crisis, report cost and maximum effectiveness will take more acuteness. Secondly, at a time of crisis and considering the situation of public count, the potential deposits of wealth will be of a big precariousness. This situation will have an impact probably on associations. Where from the necessity to generalise the long-term contractualisation to perpetuate their financings.
