THE OBJECTIVES OF THE LORRAINE CPCA

Regional CPCA meant its objectives in a charter of objective of which here are some extracts:
A contribution in mesh size and in revitalisation of territories
The research of an improvement of the quality of benefits
A real impact on job and on social cohesion
The strengthening of a collaboration between the different associative actors

HIS MISSIONS

The heads of networks will therefore have to lead innovative actions in favour:

  • of the detection of new plans,
  • of the assemblage of plans,
  • of the diversification of the sources of financing,
  • of the training of the voluntary leaders,
  • of the broadcasting of information.

HIS HISTORY (from 1986 till 2005)

December, 2000: the Lorraine region throws the centenary of the law of 1901 by a convention of objectives with the associative movement organised in regional CPCA.

As part of the adoption of Lorraine plan on 2000 - 2006, the Regional council represented by its president G rard LONGUET signs with the associative representatives a "contract of plan" which prerepresents the principle of the Charter of reciprocal commitments signed 6 months later between the State and CPCA.

It is notably pointed out that the signatories agree about shared objectives and get involved on the realisation of group of priority actions as which: a mission of engineering of plan (associative MORNING COAT) and of financial engineering (banking Guarantee fund) in the service of the development of all the associations of Lorraine.

Moreover, a Charter of objectives of the associative sector aims at the heads of associative networks and CRES "to accompany associations in the research of a bigger professionalism in the service of social and territorial cohesion". Here, it is the logic of structuring of the decision-making environment of the associations that is directly supported by engineering of plan, financial and European, finally an engineering of training in favour of the voluntary leaders. Since 2005, the new majority Regional council amplified the implemented devices:

  • today about 30 associative heads of networks have registered as part of the MORNING COAT as sums attaining 20 000 ,
  • the banking guarantee fund opened to the actors of social economy was externalis under associative form called Active Lorraine
  • the decentralisation of CDVA is operational for 5 years.
  • the Lorraine Pole of Social Utility assures C2RA's mission and tries to accompany Lorraine associative networks.

Regional CPCA is actively involved of the implementation of this policies in favour of associative development. After this first stage, she would wish that one more widely thinks in a partner frame of these tools and less instrumentalized with the associations that she represents.

From 1986, some associative coordinations created in Lorraine the Associative Regional Grouping of Lorraine. He regrouped CADECS, the League Education, CRAJEP, CROSL, FOUNDED it, UNAT, URAF and URIOPSS.

In December, 2000 GRAL regional CPCA of Lorraine becomes.

August 18th, 2004 Lorraine CPCA took the form of a registered association.

HIS ECONOMIC WEIGHT

Lorraine job in social economy and associations

In Lorraine, 78 586 wage earners work in an establishment releasing from social and united economy (about 10 % total numbers of Lorraine wage earners). 17 278 Lorraine establishments are part of social economy.

From 1999 till 2001, the number of Lorraine jobs in social economy augmented by 9,6 % while Lorraine complete job recorded only an increase in 3 %. 67 756 wage earners are used in associations. Cooperatives generate 7 071 jobs in Lorraine. 1987 Lorraine wage earners work in mutual insurance companies.
