After the opinion of the national committee of title restoring of September 11th, the government has just published the decree relating to cheques restaurants of the volunteers and volunteers in J.O. of September 30th (NOR:MJSK0670149D). The execution of the decree is recovering from Bercy, from the Ministry of Health and from solidarities and from the ministry of youth, sports and of community life. Inspired by conclusions of the preparative working party in the Conference of the community life, this initiative had not kept the interest of associative movement with regard to existent practices (refund of duly justified expenses) and risks tied to the programme of such associative "currency". A decision of the general meeting of the association as well as a list up to date sums by beneficiaries are the minimal supervision of the device. The entire financing by the association is completely exempted from welfare costs and tax, the advantage for the volunteer is not liable to a tax on income.

In the same logic of decisions announced during the national conference of the community life, the ministry of youth, sports and of community life organised a call to plan for associative requests relating to the financial participation of the State for the insurance of their volunteers (Education n 06-111 JS of June 23rd, 2006, BOJS n 11 of June 30th, 2006). The files of request of subsidy must be returned at the latest on September 30th, 2006, the ministry should so be capable of giving information on the sum of associative requests in the field and list of associations kept for this application 2006 endowed with 500 000 euro.

Finally, the texts of application of law n 2006-586 of May 23rd, 2006 relating to associative voluntary service were published in the Official journal on September 30th, 2006 (decree of September 29th n 2006-1205). Associations, foundations admitted to be of public utility, union of associations and federations of associations which wish it, can apply from now on for amenity with the help of the online available file on the site of the ministry.
