Regional elections in spring on 2010 will take place in a context of major economic and social crisis which leads our fellow citizens to doubt the effectiveness of public action.

The Frenchwomen and Frenchmen put their confidence about 70 % in associations to face up difficulties linked to crisis, far in front of authorities and firms. On local plan, they put the equal associations with regions with a measure of autonomy to contribute of a way effi cace in the economic development of the Region [1].

Finally, they locate associations at the head of the actors contributing to the improvement of French social pact . [2]

The permanent conference of associative coordinations (CPCA) intends to plead in favour of regional policy favouring the role of the community life in French social pact.
