Among profitable structures of engineering (benefits of accompaniment and of advice) issued by DLA, 83 % of them are associations. This figure; roughly constant since the creation of the device in 2003 by the State (via the General Delegation in Job and in Professional training) and by the Deposit Офис; notably explains by the growth of job and of associative economy, more than two faiths the upper in national averages from the beginning of the decade. This dynamism calls accompaniments as a result in many domains: financing, human resources, communication, etc.
Gap
It is interesting to light the sum allocated in the funds of engineering of DLA - 15 million euro - by the number of associations French employers - 172 000. These last being main targets of the device, ratio got between both figures reveal a gap which is not without consequences like financing of the device.
DLA solicits so more and more regions with a measure of autonomy to meet needs of accompaniment associative: the part of the financing brought by regions with a measure of autonomy passed from 1,3 million euro in 2004 to 3,7 millions in 2008. What will it be with regard to the financial tensions echoing the crisis which are very indeed going to cross many groups next year?
Investment of social utility
To perpetuate the accompaniment of associative job, this balance sheet calls another question for the regional and local associative participating representatives to the piloting of DLA: in the budgetary economic context compelled by the device in comparison with the numbers of associations and associative wage earners in France (more of one million in equivalent full time), how to optimise public credits and give them a dimension of investment to the advantage of a job of social utility?
The strengthening of a regional strategical and political piloting constitutes, for CPCA, an element of priority answer. Notably to make coincide the activity of DLA with beforehand identified needs of accompaniment. From this point of view, associative networks have a particular role to be played to perform this rise of needs while pleading for means of accompaniment as high as the reality of the economic and social weight of associations in territories.
