The President of the Republic participated on July 24th, 2008 in Batz-sur-Mer (Atlantic Loire) in a round table on the topic of holiday for all , of popular education and policy in favour of youth, in the presence of 4 organisations members of the CNAJEP: the League of Education, Francas, the Scouts and Guides of France and the French Union for Holiday centres and leisure centres.
At this occasion, the President of the Republic wanted to thank the actors of popular education for their remarkable job . The Head of state also pointed out that he would support popular education " in a complete way " and that he would implement the means to develop it.
Nicolas Sarkozy then recalled the construction sites that he wants to see succeeding shortly on the questions of youth, of popular education and of community life:
- Favour the access to the mobility of the young people, the right to mobility being according to the President an essential element of a real equality . In that capacity, the Head of state wants to make easier the access to the driver's licence, to favour the professional mobility of the young people (by a system of loans guaranteed by the State), and to democratise European mobility (by the creation of new Erasmus reserved for the apprentices and for the rural young people).
- Encourage the commitment of the young people, by the installation of a civic service. In that capacity, the President announced that outlines and modalities of this device will be stopped in autumn, 2008, on the basis of the report which will be delayed to him by Luke Ferry in September.
On these two construction sites, the Head of state asked Roselyne Bachelot and Bernard Laporte to return a plan before the end of 2008 for commitment and autonomy of the young people, with an important chapter dedicated to mobility.
- Establish a true civil dialogue with the associative world, by the strengthening of the place of associations and of young people within THIS and by the organisation of the national Conference of the Community life before the end of 2008.
- Improve the recognition of voluntary work, by the creation of a booklet of civic savings and of a promotion of voluntary work within national Orders.
