This meeting allowed to Mr Henrard to remind of current stakes carried by the community life, starting with the renovation of the partner frame between associations and State on the basis of confidence, of recognition and of representation at the level of what represents associative movement.

The fact that Martin Hirsch has the hand on transverse files is very interesting provided that he could benefit from medium consequent financiers , specified Jacques Henrard, who qualified moreover meeting as "constructive", and who allowed to recall many files, among whom:

• the paradox which consists in diminishing subsidies to associations while asking them to take jobs helped in large numbers,

• contradiction between needs of trainings of the volunteers and currently available credits,

• the evolution of the National Council of the Community life (CNVA) towards a true place of expertise,

• the security of the financing of associations, that it is from the point of view of the fall of credits determined in finance act 2009, as stakes of the transposition of the European rules;

• the place of associations within economic, social and environmental Council.

The president de la CPCA moreover pointed out to Martin Hirsch that associations create lasting job and d localisable not, and that in this direction, they had to participate in the plan of revival of the government."

Finally, Jacques Henrard points out waiting for another answer concerning the keeping of a second national conference of the community life in the course of the first semestre 2009 and which the High commissioner promised him to see again CPCA rather fast to discuss again all these questions.

• The French associative world is the first collective force of the country with more than 200 creations of associations a day and a confidence in more than 80 % populations in its actions.

• With about 2 million wage earners and more than 180 000 structures employers for a 60 thousand million euro budget, the associative sector represents the upper economic force to car industry or to agriculture.

• The sector created on average twice more jobs than the rest of economy.

• 14 million volunteers make live more than a million associations and so much plans and activities of general interest everywhere in France in the service of the daily life of the population
