If the local device of accompaniment (DLA) constitutes an indisputable success of public action towards associations, the pilots and the financeurs of the device hired since the beginning of year 2009 - in partnership with CPCA - a reform of modes of conventionnement to assure one more high efficiency in territories. In this reformist frame, CPCA wishes that this device could be endowed with means adapted to the current evolution of associative job.
The motivations of this advocacy were itemised in one transmitted to the deputies. In summary, these are is triple:
- The recent policy of revival of helped jobs must be matched of an accompaniment of associations employers to guarantee perpetuation and quality of jobs of tomorrow.
- The themes "job were not kept as full subject of the next Conference of the community life. However CPCA as the High commissioner in Youth and in community life, Martin Hirsch, reasserted their intentions of treating devices of accompaniment in job within this conference.
- Resources currently allocated in the device allow to accompany yearly 4 % of associations employers, that is 7000 associations. This figure is widely sub-sized considering the growth of associative job and of challenges with which this one is currently confronted (restructuring of its public resources, increasing technicisation of function employer, etc.).
On this base, CPCA offers therefore to the deputies invested on mission "Job and Job" of PLF 2010, an increase of the state financial allocation devoted to the device DLA to allow him to accompany 10 % of associations employers (that is a total of 18000 associations as part of the device DLA).
This advocacy of CPCA leans on who proved the effectiveness in terms of net job creation and of strengthening of existent jobs. Moreover, these creations and strengthening allowed a very significant improvement of the quality of job (CDI and complete time).
The parliamentarians concerned by our action are, above all, the reporters of mission "Job and job" within the Committee of finances and within the Committee of social affairs and cultural. For this last, Mr Bernard PERRUT is for example " a key actor " for our advocacy within the National Assembly. Considering in game for the community life, the President of the group of study in the community life, Mrs Murielle MARLAND-MILITELLO, and the deputy responsible for the recent mission of information on the financing and the gouvernance of associations, Mr. PIERRE MORANGE, will be also called to support our proposal of amendment.
