Today, there is more than 1 million active associations in France composed to 80 % of volunteers, that is 12 million volunteers who participate in the plan of their association. Behind these figures, what are realities? Alone a volunteer on five has regular activities within his association which often sees his workload and his missions growing to answer the social needs and the public policies. Whole sections of the population do not achieve or few voluntary work due to their social situation. If France knows for several years an exceptional vitality of creation of associations (70 000 / year), this vitality considers to be many of the age group of 50-60 years
And tomorrow? What measures to overcome a demobilisation of the association Офис-holders? How to develop associative commitment?
Facing the increase of responsibilities, an increasing dissatisfaction
When "association" is said the huge diversity of the associative world is not always appreciated! They know that NGO big humanitarian and charitable, the associations which work at diseases orphans, the cancer, the AIDS But as it is only aware that associations are involved in every field of daily life: sports, culture, education, tourism, leisures, associations of districts, of building? They bring to every citizen of services and of sources of activities that no administration or firm could give it.
In the listening of the realities of ground of 500 000 associations which she regroups via 16 national coordinations, CPCA makes the spokesperson of the increasing dissatisfaction of the voluntary association Офис-holders. The official report is there, anxious with completing their missions successfully, the voluntary leaders live very hard on responsibilities and on administrative heaviness more and more difficult to hit:
- too big complexity and rigidity of legal regulations and of management,
- criminal and civil responsibilities which do not cease increasing,
- public policies unstable, often not much co-ordinated,
- hopes and uncertainties of decentralisation...
