UNIOPSS is favourable so much to general objective aiming at allowing that every worked hour brings a supplement of income, that to that of insertion of the holders of unemployed social minimums and the improvement of the situation of the poor workers.

So that plan, complex, is not against productive, UNIOPSS considers that the necessary conditions of general implementation of RSA are:

• An unconditional right to RMG (guaranteed minimum income), who can be contractualis , matched by a revaluation and by an indexation.

• An entrance of 18-25 years in RSA, and an accompaniment via a course formalized by a contract for all.

• The opening of a right to the retirement concerning not only the wage but also the allocation of RSA and RMG.

The installation of RSA should not be made to the detriment of other supplementary devices:

• Maintaining in the length of a volume mattering from helped contracts.

• Means reinforced for the public service of job to accompany the persons the most distant from job.
• Struggle counters the strengthening of the precariousness of job.

UNIOPSS considers that you should not think to regulate the question of poverty in our country only by RSA. Indeed, to struggle against poverty is not only a question of incomes and of dignity and of social legitimacy by job.

Besides, if some persons can be inemployables at instant given by their life, they have not to be for it abandoned, either financially, or in term of social accompaniment.
