The situation of crisis of an exceptional gravity, its economic and social repercussions which no one will avoid, gives again to a particular force all those who offer and defend a way of conceiving economic activity on the basis of stocks which are not the only one maximisation of benefits and the law of markets declared Jean-Claude Detilleux, president du CEGES, during the European Conference of the social Economy of November 21st and 22nd, in Strasbourg.
The leaders of the firms of social economy try to emphasise, for more than a century the pertinence of the principles which give the primacy to satisfaction of the needs of the biggest number, to social utility, to general interest, to fair sharing out of treasures and of earnings of produced activities, to the vision of a development of long term, to participation of all and to economic democracy. To move away from these principles and to give in to the fascination of financial markets draws away drift, which we determine today. And yet it is well the fidelity to principles represented in statutes: mutualistes, co-operative, associative, foundations, who allowed not only a development of our firms on the national territory, but are a significant answer to the difficult question of development in the emergent countries.
The reticent authorities, or even compared to admit the firms of social economy as full economic actors think so they are confronted with the drift of the system to which they gave their preference. After results got on elections of an industrial tribunal by employers' organisations of Social Economy, 20 % suffrages, authorities cannot be any more unaware of firms and of organisations of ARE it, they have to admit them as social partners, give them their place in the authorities of cooperation and of negotiation envisaged by law, and in the authorities of regulation of crisis.
Facing excesses of the financiarisation of economy and its dramatic consequences, social economy offers credible, efficient models and offer of perspectives for a balanced and lasting development, leaning on strategies allowing to achieve one to be better for all. His organisations and his firms, especially associative, contribute to the policies of social cohesion and of regional development impuls es in the European frame of the strategy of Lisbon.
The leaders of the firms of social economy consider that the return to directed public interventions and the improvement of regulation (that they always considered to be essentials), should not be made to the detriment of the rules of functioning which predominate in organisms, mutual insurance companies, cooperatives, associations or foundations in whom the users or service producers are at the same time the actors / members and assure it, so, control.
The globalisation on base of unique model, of not transparency of economic and financial decisions of illegal securement of powers by a number very restrained by decision-makers must leave the place in a globalisation opened, plural, transparent and instituting true principles of economic democracy.
